Other parties may identify their interest and capability by responding to this notice by 4:30 PM, Central Time January 20, 2009. Any information received will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. No solicitation will be made available and all information shall be furnished at no cost or obligation to the Government. A determination by the Government to either open the solicitation to competitive methods or not to open the requirement to competitive methods will be based on the responses received by this notice.
