2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The Department of Veterans Affairs is establishing a firm-fixed price contract for fire suppression, firefighting, and inspection services at the William S. Middleton VA Hospital and its surrounding buildings. The agreement requires a minimum of four certified professional firefighters to be available 24/7, with personnel meeting State of Wisconsin and NFPA standards. Additionally, the contractor must perform at least two inspections of all VA buildings annually. The contract is structured as a base year starting April 1, 2017, with four option years, extending the total period of performance to March 31, 2022, with a total estimated cost of 267,000 dollars. This procurement is being conducted through other than full and open competition because specific safety regulations require the fire department to be located within a 3.5 mile radius of the campus and maintain a minimum staffing level of four full-time firefighters. Market research determined that only the City of Madison meets these critical criteria. The Contracting Officer determined the pricing to be fair and reasonable based on a comparison with previous contracts and projected inflation rates.
