Y1JZ--926CM3010 Cemetery Expansion and FCA Improvements Project Washington Crossing National Cemetery
Solicitation # 36C78627Q0030
The Department of Veterans Affairs National Cemetery Administration is conducting market research to identify capable Service-Disabled Veteran-Owned Small Business prime contractors for a design-bid-build construction project at Washington Crossing National Cemetery in Newtown, Pennsylvania. This effort is not a formal solicitation but a sources-sought notice to inform acquisition planning. The project involves extensive civil infrastructure work, including excavation, grading, stormwater and utility systems, roads, and paving, as well as the construction of columbaria with approximately 4,080 niches. A significant component of the work includes the installation of roughly 8,500 Government-furnished pre-placed crypt units. Additionally, the project encompasses repairs and renovations to the maintenance building and Public Information Center. The estimated magnitude of construction is between 10 million and 20 million dollars, with an anticipated period of performance of 12 to 18 months following the notice to proceed. The government is considering a firm-fixed-price contract under NAICS code 237990, specifically as a competitive SDVOSB set-aside. Because the work will take place at an active national cemetery, the contractor must be able to manage simultaneous civil and building work while ensuring the safety and continuity of visitors and interment services. Interested firms are requested to submit a capability statement by November 9, 2026, detailing their past performance, bonding capacity, and experience with Government-furnished precast products, but they are explicitly instructed not to submit price proposals.
