S--Notice of Intent to Sole Source 911 Selective Routing, Automatic Number Information, and Automatic Location Information at Fort Bragg, NC

The U.S. Army Mission and Installation Contracting Command, Fort Bragg, on behalf of the Fort Bragg Directorate of Emergency Services intends to award a sole source Firm Fixed Price contract for Automatic Number Information, Automatic Location Information, and Selective Routing for landline and wireless 911 calls originating from Fort Bragg. We will be using Federal Acquisition Regulation (FAR) Part 13. The anticipated period will be one base year, two option years pursuant to FAR clause 52.217-9, and one option for a six month extension of services pursuant to FAR clause 52.217-8. The Government intends to award on a sole source basis with Carolina Telephone and Telegraph Company, LLC (doing business as Century Link), 5454 West 110th Street, Shawnee Mission, KS, 66211-1204, Cage Code: 1CUD9, under the authority of FAR 13.106-1(b)(1)(i). The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available, as Century Link is the sole owner of the infrastructure to perform selective routing in the local market. This is not a request for competitive quotes and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to Aaron Martin at contact@example.gov no later than 28 October 2013 at 1000 Eastern Time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
