S--Notice of sole source award for sanitary services.

On July 18, 2014, an IDIQ purchase order was issued for sanitary support services at a temporary fire camp. The signed JOTFOC is on file; the text is provided herein. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $150,000 (See FAR 13.106-1) Date: 7/30/14 PR Number: S-4, S-8, S-14 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Short-term rental of portable toilets (10) and handwashing stations (4) to support wildland fire fighters in Stehekin WA. On July 14, the Lone Mountain 1 Fire was ignited by lightning. In accordance with the National Park Service Fire Management Plan, suppression operations began on July 17. On July 18, based on current and forecasted weather and fire behavior, several crews of firefighters were mobilized and a temporary fire camp established in the Stehekin valley. This camp required sanitary facilities to be delivered ASAP. Stehekin is a remote community located 50 miles from Chelan, Washington, at the north end of Lake Chelan. The Stehekin Valley is isolated; the roads do not connect with any highway system. Stehekin is accessible from Chelan only by boat, barge, or float airplane. All portable sanitary units were barged and then trucked to the fire camp. For servicing efficiency, a pumper truck was also barged to Stehekin and staged near the fire camp for the duration of the incident. Every few days a service person flew from Chelan to Stehekin and used their pumper truck to service the portable units. The prices are: Toilet - $60/day; handwashing station - $70/day; pumper truck - $800/day; airfare - $159 round trip. No separate charges for delivery or servicing. Order was placed on 7/18/14 with a Not to Exceed ceiling of $32,000, based on estimated costs for 20 days. Units will stay in place until fire camp is dismantled. Coincidentally, the largest wildfire in state history (the Carlton complex) was burning in the neighboring county, and the availability of portable toilets was severely limited. 2. Sole Source Justification rationale (Check one and explain below): ______ Only one responsible source. __x____ Urgent and compelling circumstances exist. ______ Other Explain: NPS needed to mobilize units to build and support the fire camp as quickly as possible so that firefighting crews were not over-burdening local facilities. Because of the fire situation in the state and limited availability of portable toilets, we ordered units from the first vendor we contacted who could supply them in a timely manner. 3. Market Research. Explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: None performed for this specific urgent purchase, although the Contracting Officer has purchased this service within the past five years and is knowledgeable of the local market. Price reasonableness was determined based on similar Forest Service IDIQ contracts for these services; unfortunately none of those contracts covered the unique services we required to support operations in Stehekin. 4.
