This contract solicitation, issued on January 20, 2006, seeks proposals for providing comprehensive refuse and recycling collection and disposal services at military family housing on Wright-Patterson Air Force Base in Ohio. It covers all necessary labor, tools, equipment, materials, vehicles, and administrative support required to carry out these services. The contract is planned as an indefinite delivery/indefinite quantity agreement with one base year and four one-year option periods, and the competition has been opened to all capable offerors. Interested parties must download the RFP and associated documents from the official website, as no physical copies are available. The solicitation also highlights important conditions tied to the potential privatization of the military housing on base, which could result in partial or total termination or reduction of the service requirements without any additional cost or claims against the government. Specifically, services related to the Mobile Home Park units will phase out as those homes become vacant, with a complete termination expected by January 2008. Proposals are due by 2:00 PM EST on February 6, 2006, and all respondents are advised to consider the possibility of scope adjustments throughout the contract period due to these uncertainties.
