The Department of the Navy’s Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) is conducting market research to evaluate whether competitive sourcing, in line with OMB Circular A-76 and the President's Management Agenda, is the best approach for managing transportation and environmental services in the Hampton Roads area of Virginia. This effort focuses on identifying appropriate business unit groupings for shore safety activities and gauging sufficient industry interest and capability to compete for these service contracts. The transportation services under consideration cover a wide range of base support vehicle operations, equipment maintenance, refuse collection, snow removal, crane operations, and vehicle operator training. Environmental services include hazardous waste management, spill response, wastewater treatment, laboratory testing, oil spill recovery, pest control, asbestos abatement, and facility inspections. To assist with this preliminary planning, industry participation is solicited through an online survey, with responses due by May 5, 2006. The research will involve informal internet searches, telephone interviews, and consultations with industry experts, with an emphasis on involving small business sources. Notably, this market research does not constitute a solicitation, nor will it lead directly to a contract, though future solicitations for these services may be issued based on its findings. Participants are informed that information provided during this process will not influence any future contract evaluations. Contact for further details is Laurie E. Cordell at the Naval Facilities Engineering Command, with interested firms encouraged to complete the survey as part of this voluntary information-gathering initiative.
