S--RO-FIRE MGMT-HAWAII FIRE OPERATING PLAN

The U.S. Fish and Wildlife Service(USFWS), Cultural Resources, Sherwood, Oregon, has a need for Hawaii Fire Danger Operating Plan Development. Despite considerable fire threat on the primary Hawaiian Islands, there is no existing fire danger operating plan. Further, Predictive Services (California NorthOps provides support for the Islands) does not have the necessary information to provide 7-day dryness level forecasts as is available for all other regions of the U.S. Also, there is a need to evaluate the National Weather Service (NWS) red flag criteria for the Islands. This project will be in collaboration between the Desert Research Institute (DRI) Program for Climate, Ecosystem and Fire Applications (CEFA), the U.S. Fish and Wildlife Service (FWS), the National Park Service (NPS) and the U.S. Forest Service Fire Sciences Laboratory (USFS) in Missoula, Montana. The USFWS intends to award as a sole source to The Board of Regents, Nevada System of Higher Education on behalf of the Desert Research Institute (DRI), Pursuant to FAR Subpart 13.106-1(b)(1). This will be an ongoing project through the year 2019. DRI houses the Western Regional Climate Center, where most of the archived Hawaiian weather data reside that are needed for the project. DRI developed and operates the forecast toll that Predictive Services utilizes daily in the U.S. fire weather danger forecast operations. DRI has developed red flag criteria for other parts of the country. No Solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 09/08/2014. Responses received will be used for future acquisitions. Responses to this posting must be submitted in writing.
