This contract notification announces the formal initiation of a streamlined competition for the landscape care and grounds maintenance services provided at the General Services Administration’s Public Building Service, Great Lakes Region, specifically at the Bishop Henry Whipple Federal Building in Ft. Snelling, Minnesota. The action is undertaken in accordance with the revised OMB Circular A-76 procedures and focuses on comparing costs between commercial activity performance and in-house government staff, with the incumbent service currently delivered by two full-time government employees. The contract is structured to include a one-year base period with four additional one-year option periods, though this notice is explicitly not a solicitation, and no proposals are being requested; a contract will only be awarded if it proves more cost-effective than government performance. Key officials involved include J. David Hood, the Competitive Sourcing Official, Dan Krudop as the point of contact, Contracting Officer Chenise Whitehead, and Agency Tender Official Kenneth J. Kunesh. The overall intent is to assess cost-effectiveness under NAICS code 561730, related to grounds maintenance services. The competition is projected to conclude by August 23, 2005. This process follows a careful evaluation protocol to ensure government real property needs, managed by PBS, are met in a cost-efficient manner, emphasizing that this notification does not obligate the government to proceed with contract awarding if government personnel execution is less costly.
