Sealed Bids for the construction of the S. Washington Street Water Main Project will be received electronically via PennBid (https://pennbid.bonfirehub.com) by Muncy Borough Municipal Authority until 2 P.M. local time on February 16th, 2026.
Bidding and Contract Documents may be viewed and downloaded online at no cost on PennBid (https://pennbid.bonfirehub.com). Following registration, complete sets of Bidding & Contract Documents may be downloaded from the website as portable document format (PDF) files. The cost of printing Bidding and Contract Documents will be the sole responsibility of the interested party. A Pre-Bid Conference will be held at 11:00 AM local time on January 27th, 2026, at the project site, South Washington Street between Shuttle Hill Road and Quarry Road. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory.
Each bid must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the total bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him.
This Project is being funded in part by federal funding. The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the State Prevailing Wage Rates, and the Bid shall be prepared accordingly.
The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin or handicap status; and comply with the Nondiscrimination/Sexual Harassment Clause included in the Supplementary Conditions, the Americans with Disabilities Act, the Pennsylvania Human Relations Act, federal and Pennsylvania laws and regulations, relating to non-discrimination and sexual harassment, drug-free workplaces and disadvantage business enterprises. Muncy Borough Municipal Authority reserves the right to waive any irregularities and to reject any and all bids and to award either contract to the lowest responsible bidder for the total of all bid items.
