AI Contract Overview
Sealed bids for the S. Washington Street Mill & Overlay Project are to be submitted electronically through PennBid by 11:00 AM local time on July 17th, 2026, with all bidding and contract documents available at no cost via the portal after registration. Each bid must include a certified check or bid bond equal to ten percent of the total bid amount to secure the bidder’s commitment to execute the contract and provide required bonds if awarded. The project is partially federally funded, and contractors and subcontractors must comply with state prevailing wage rates for all laborers and mechanics. The contractor is required to uphold non-discrimination and sexual harassment policies in accordance with federal and Pennsylvania laws, including the Americans with Disabilities Act and the Pennsylvania Human Relations Act, and must maintain a drug-free workplace while supporting disadvantaged business enterprises. Bids may be rejected in full or in part, and the authority reserves the right to waive minor irregularities and award the contract to the lowest responsible bidder. No bid may be withdrawn within ninety days of the bid opening. The work involves milling and overlay construction on S. Washington Street in Lycoming County, Pennsylvania, with performance occurring entirely at the project site. All materials must be delivered to the site in manufacturer’s original sealed packaging, labeled with handling and storage instructions, and stored under weathertight conditions to prevent damage from weather, moisture, or sunlight, following manufacturer specifications. Inspection and acceptance occur on-site, governed by ASTM and ACI standards, PA DOT Pub 408, and the contract’s most stringent requirements, with the contractor responsible for arranging and paying for all tests and inspections. The award will be made based on the lowest responsive bid under a Low Price Technically Acceptable approach, with no formal evaluation weights or trade-offs applied beyond compliance. Payment submissions require use of the EJCDC C-620 Application for Payment form, with supporting documents such as lien waivers and paid invoices, though no remittance details or federal accounting codes are provided. The contractor must submit resumes of key personnel including the Safety Officer, obtain necessary permits and licenses, provide insurance certificates and policy copies, and deliver all warranties and lock changes at closeout. Bids must include a Non-Collusion Affidavit, Qualifications Statement, OSHA logs, EMR documentation, and other supporting submittals like shop drawings and product data. The Unique Entity ID or CAGE code is required for bidder identification, and bidders must self-certify size and socioeconomic status, though no completed certifications
