The Department of the Air Force, through the 18th Contracting Squadron, is conducting market research via a Sources Sought notice to identify qualified contractors for the construction of ten Earth Covered Magazines (ECMs) at Kadena Air Base in Okinawa, Japan. The project, planned for the 2027 to 2029 timeframe, requires the delivery of blast-resistant storage infrastructure for munitions and explosives. Additional requirements include the installation of lightning protection systems, grounded electrical infrastructure, perimeter security, demolition, site preparation, utilities, paving, and environmental abatement. Interested respondents must demonstrate specialized experience in constructing hardened concrete structures and explosive storage facilities within the last five years, specifically within force protection and controlled-access areas. Contractors must possess the legal authority, licensing, and operational footprint to work in Japan, including SOFA compliance and potentially a Japanese branch office or joint venture.
