SaaS - BURN CARE MANAGEMENT SYSTEM

The County of Los Angeles Department of Health Services is soliciting bids for a SaaS-based Burn Care Management System (BCMS) to be integrated with the Oracle Cerner EHR using SMART on FHIR. The system must provide advanced clinical tools, including 3D avatar-based burn surface mapping, automated Total Body Surface Area (TBSA) calculations, fluid resuscitation tools, nutrition planning, and procedural documentation. The project encompasses five primary tasks: project management, system integration, client implementation, training, and final acceptance, with a strict requirement for the system to be fully operational within six months of purchase order execution. Award will be based on the Lowest Price Technically Acceptable (LPTA) method, with a focus on responsiveness and responsibility. Bidders must submit all proposals via the Vendor Self Service portal by October 1, 2025, including all mandatory forms in Appendix A and the Community Business Enterprise information form. Due to the handling of Protected Health Information, the contractor must execute a Business Associate Agreement and adhere to strict HIPAA, NIST SP 800-88, and FIPS 140-2 standards. Additionally, the contractor must maintain HITRUST or equivalent security certification, provide 90 days of free transition assistance upon termination, and comply with California prevailing wage requirements.
