SABER FY 27-32

The United States Air Force, AFLCMC/Operational Contracting Branch, is soliciting proposals for the Simplified Acquisition of Base Engineering Requirements (SABER) FY27-32. This is a 100% 8(a) small business set-aside Indefinite-Delivery Indefinite Quantity (IDIQ) contract for design-build construction projects at Wright-Patterson Air Force Base, Ohio. The contractor is required to provide all management, labor, materials, equipment, and design capabilities to execute over 100 simultaneous projects involving maintenance, repair, alteration, and minor construction of real property, including buildings, roads, roofs, and utilities, as well as hazardous waste remediation. The contract has a maximum ceiling of 160 million dollars, which increases to 175 million dollars if the option for extended services is exercised. The procurement follows a Lowest Price Technically Acceptable (LPTA) source selection process. Proposals must first pass a prior experience compliance gate before being evaluated on a pass/fail basis for management approach and project planning and execution. Key requirements include the use of RS Means for pricing, a minimum one-year warranty on all work, and strict adherence to US ownership certifications. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) by November 6, 2026. The overall period of performance is 1,825 calendar days from the notice to proceed, with a required start date within 10 days of award.
