Sacramento State – Placer Center Master Plan

The California State University, through its Sacramento State Placer Center Master Plan Project, will participate in a Special Entity Agreement with the Board of Trustees to gain access to environmental permitting coverage under the Placer County Conservation Program. This arrangement enables the university to secure Incidental Take Permit and Clean Water Act Section 401/404 permit coverage for impacts associated with development in the Placer Ranch Specific Plan area near Roseville, California. The Placer Conservation Authority Executive Director is authorized to execute the agreement and any related Certificates of Inclusion, ensuring formal alignment between the university and the conservation program’s mitigation framework. All actions under this agreement are contingent upon the concurrence of Placer Conservation Authority Counsel, ensuring that legal and regulatory standards are met throughout the permitting and mitigation process. The agreement facilitates a coordinated approach to environmental compliance, allowing Sacramento State to advance its facility development goals while fulfilling obligations to protect sensitive species and aquatic resources in accordance with state and federal requirements. Key contacts from both Placer County and California State University, including senior technical and administrative staff, are designated to manage implementation and communication related to the project.
