Commercial and Economic Research and Innovation (CERI)The Secretary of the Air Force Concepts Development and Management (SAF/CDM), Office of Commercial and Economic Analysis (OCEA) has issued a Commercial Solutions Opening (CSO) under solicitation FA7146-20-S-C001 titled "Commercial and Economic Research and Innovation (CERI)." This CSO operates as an open, two-step acquisition process that began in early 2026 and remains open for white paper submissions through 1 September 2026, with an ordering period extending until 30 September 2026. The purpose is to competitively select innovative commercial items, technologies, and services that align with OCEA’s mission of preserving U.S. Air Force and Department of Defense advantages in the face of commercial and economic risks affecting national security. The acquisition framework leverages the Defense Commercial Solutions Offering Pilot Program authority and DFARS Subpart 212.70, enabling flexible and innovative contracting approaches, including the use of Other Transaction Authority (OTA). The CSO emphasizes broad eligibility, inviting proposals from all vendors, including small businesses and non-traditional contractors, with provisions for foreign participation under specified conditions. The contracting process entails an initial submission of white papers followed by invitations to propose (ItP) for selected submissions. White papers are evaluated primarily on technical and management merit, including innovation, capability to meet government objectives, and organizational structure, alongside price and affordability considerations represented by a Rough Order of Magnitude (ROM) cost estimate. The Government assigns adjectival ratings—Highly Recommended, Selectable, or Not Selectable—to aid in selection, but makes no guarantees of awards. Multiple awards may be made under FAR or OTA authority, with period of performance and other award terms specified individually in each ItP. Although no traditional pricing or contract line items are provided upfront, the CSO allows for amendments and targeted calls during the open period to solicit specific commercial solutions addressing focus areas such as economic research, market analysis, risk management, and emerging technologies. Security provisions mention potential classified work on a case-by-case basis, requiring necessary clearances and handling protocols. Administrative details include electronic email submissions directed to the Procuring Contracting Officer, Jennifer Villarreal, with required carbon-copy coordination emails. Overall, this open, innovation-centric acquisition mechanism fosters flexible engagement with commercial industry to rapidly advance analytical capabilities supporting Air Force strategic and economic analysis requirements.
