Solicitation # 26RFP19878
The South Dakota Bureau of Human Resources and Administration is soliciting proposals under RFP#26RFP19878 to procure a vendor to conduct performance reviews and medical claims audits of Wellmark Blue Cross Blue Shield of South Dakota. Wellmark administers the State Employee Health Plans, which serve approximately 12,150 participants and their dependents across four plan options. All audits must comply with GAGAS standards and HIPAA guidelines, and the vendor must execute a Non-Disclosure Agreement with Wellmark and a Business Associate Agreement with the State. Proposals are due by October 23, 2026, and will be evaluated on a 1,000-point scale using subjective judgment regarding technical requirements and organizational experience. Awardees must maintain commercial general liability insurance of at least 1 million dollars per occurrence.

The organization manages and executes funding in support of military operations and Department priorities at the direction of the Secretary of Defense and Congress.  To do this, SAF/FMB must remain fully capable of effective and efficient engagement with Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and Congress on all tasks throughout the budget appropriation lifecycle.

Part of that critical support is to assist in the stand up of the DAF community space, Financial Air and Space Team Resources (FASTR), housed on OSD’s ADVANA platform, in addition to, utilizing the outcome of Task 1’s re-engineered budget formulation and execution processes to determine possible consolidation of multiple systems used to assist in production of Congressional Justification books and the related exhibits and analysis.  Task 3 provides services that support the objective to enhance FM contingency capabilities to support the new strategic environment. To align with this objective, FM Airmen participate in the Silver Flag exercise, located at Tyndall Air Force Base, Florida.
