Safe Removal and Disposal of Deceased Animals from the Right of Way

The Halifax Regional Municipality is seeking a contractor for a three-year standing offer, with a potential two-year extension, to provide the safe collection, transportation, and lawful disposal of deceased animals from the municipal road right-of-way and other designated properties. The scope of work includes the removal of various animals, such as deer, moose, bear, coyote, fox, raccoon, skunk, and beaver, on an as-required basis. Contractors must provide all necessary labor, equipment, and permits, ensuring that animal remains are transported in sealed containers or covered vehicles to prevent odors, leakage, public exposure, and scavenger access. Environmental compliance is mandatory, requiring the prevention of fluids from entering storm drains and the proper disposal of contaminated materials. Bids must be submitted electronically via the Bids and Tenders system by September 24, 2026, at 2:00 PM Atlantic Time. The award will be based on best value, evaluated through a scored approach that considers social value, historic performance, and the origin of goods. Successful bidders must adhere to the Halifax Supplier Code of Conduct, which includes paying a living wage to employees and maintaining strict non-discrimination and inclusive employment practices. Required documentation includes a bid form, social value response, and conflict of interest disclosure. The contractor is also required to maintain comprehensive commercial general liability, automobile, and professional liability insurance from Canadian insurers with an AM Best rating of A+ or better.
