Safe Streets for All (SS4A) Phase 1

The City of Charlotte is soliciting sealed bids for the Safe Streets for All (SS4A) Phase 1 project, identified as solicitation number PMES231813A. This initiative focuses on implementing systemic Vision Zero strategies to reduce risky behaviors and pedestrian-involved crashes through targeted infrastructure improvements at intersections. The scope of work includes the installation of rectangular rapid flashing pedestrian beacons, accessible pedestrian signal upgrades, lead pedestrian interval signal upgrades, and the construction of concrete curb ramps, sidewalks, curb and gutter, islands, and pedestrian refuges, as well as the application of pavement markings. Bids must be submitted electronically via the Bonfire Procurement Portal by September 29, 2026, at 1:00 PM. A non-mandatory pre-bid meeting is scheduled for September 10, 2026. Bidders must be properly licensed under North Carolina state law within 60 calendar days of the bid opening and must comply with Chapter 87 of the General Statutes of North Carolina regarding electrical, plumbing, heating, and air conditioning contracting. A 5% bid security is required. Because this project is funded by the U.S. Department of Transportation, contractors must adhere to several federal regulations, including the Davis-Bacon Act, the Anti-Kickback Act, Contract Work Hours Standards, and 49 CFR Part 29. Additionally, compliance with Occupational Safety and Health Standards under 29 CFR Parts 1910 and 1926 and Executive Orders 11246 and 11375 is mandatory. While there is no specific goal for Disadvantaged Business Enterprise participation, the City reserves the right to reject any bids.
