Safeway Fencing Project

The Safeway Fencing Project, managed by the City of Half Moon Bay Public Works Department, involves the installation of approximately 1,152 linear feet of chain-link fencing along the riparian corridor of Pilarcitos Creek. The project replaces dilapidated fencing to prevent the dumping of debris and protect the environment, extending from the Strawflower Shopping Center and 345 Belleville Boulevard to the Oak Avenue Bridge and the City's right-of-way on Belleville Boulevard. Technical specifications include the installation of 6-foot and 8-foot high fencing supported by 101 concrete foundations, the removal of specific non-native vegetation and four trees, and the placement of locked maintenance gates with Knox padlocks for utility and emergency access. Construction is scheduled to begin in late Spring 2026 and is estimated to take 6 to 8 weeks, with a mandatory completion date before the rainy season begins on October 15th. All work must occur during dry weather, with staging located behind Safeway in the Strawflower Shopping Center parking lot. The project is classified as a Class 1 Categorical Exemption under CEQA. Strict environmental compliance is required, including the use of compliant construction equipment with limited idling times, adherence to San Francisco Bay Basin Water Quality Control Plan BMPs for storm water and erosion control, and the use of certified weed-free materials for soil stabilization and reseeding with native seed mixes.
