FAR 16.505(b)(1)(i) requires the Contracting Officer to provide each awardee a fair opportunity to be considered for each order exceeding the micro-purchase threshold (set at $10,000) issued under multiple delivery-order contracts or multiple task-order contracts unless a statutory exception applies. The specific exception that precludes the fair opportunity process for these acquisitions is FAR 16.505(b)(2)(i)(B), "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are uniqure or highly specialized." Plumbing and Piping Systems InstallationThe contract entails the installation of sanitary, storm, and water supply piping systems alongside associated fixtures and water heating equipment, covering all necessary components for full operational functionality. This subcontract is classified under NAICS code 238220, which pertains to plumbing, heating, and air-conditioning contractors, indicating the scope is focused on mechanical systems integration within a construction or renovation project. The work is to be performed at a location with zip code 90245, associated with the Department of Defense through the FA8808 Military Satellite Communication System Packet Launch office, suggesting the project supports critical defense infrastructure. The contract was posted on July 2, 2026, and while no solicitation number or set-aside details are provided, its designation as a subcontract implies it is part of a larger prime contract structure. The absence of specific point of contact or detailed agency address information suggests the posting may serve as a preliminary notice or placeholder for procurement activities. The inclusion of water heating equipment and all three major piping systems indicates the project requires comprehensive plumbing infrastructure, likely for a new or upgraded facility serving military satellite operations, with emphasis on compliance with military standards for reliability and durability.
