Salang Corridor Operation and Maintenance Project (SCOMP) in Afghanistan

The United States Agency for International Development (USAID) Mission to Afghanistan is seeking to establish a list of qualified local Afghan construction contractors capable of delivering road operation and maintenance services for an 83-kilometer stretch of the Salang Highway, spanning from Jabal-Seraj to Khenjaan. This procurement is designed to identify firms with the necessary experience, technical capability, and financial stability to undertake the project, which is expected to be completed within 18 months under a Firm Fixed Price contract. The contracting process will follow negotiation procedures as outlined in the Federal Acquisition Regulation Part 15, excluding sealed bidding methods.
