"Project Title: Bldg. Bridge S9 - SAMPSON RD BRIDGE - S9 - REPLACEMENT Funding Source: CNIC Funded FY Requested: FY28, Q3 Barracks/UH: No MWR Pool/Gym: No Project Details/SOW: Emergency WIB Request 1. Problem Statement: The Sampson St. Bridge is a 100 year old, three span concrete arch structure that has exceeded its expected service life, with the last several biennial bridge inspection evaluations rating it in poor condition and continuing downgraded restrictions in its permissible vehicle weight capacity. The bridge is severely degraded and is structurally deficient and functionally obsolete. It is limited to a single lane of traffic due to its deterioration, yet is currently the primary means of access to the south end of the installation, with the only alternate being the unattended Gate 3 opening. 2. Location: Main Side 3. Size: Approximately 40’ wide by 345’ long overall 4. Proposed Solution: Major repairs have been performed several times throughout the life of the bridge; however, due to the advanced stages of deterioration, they are no longer feasible. This project calls for the demolition, removal, and complete replacement of the Sampson Bridge - Structure S9. A replacement bridge is expected to consist of a similar size and alignment. Special consideration will be required for its reconstruction, as its two end abutments and two intermediate piers are adjacent to Pettibone Creek which is classified as Waters of the United States, where increased environmental regulations apply. It is also a part of the historic district where SHPO review is required, and many utilities affixed to the existing bridge will either need assessment for continued service, or removal if no longer in use. 5.
