San Anselmo General Plan 2045 Update

The San Anselmo General Plan 2045 Update is a comprehensive two-year planning project initiated in May 2024 and scheduled for completion by the Town Council in 2026. This initiative replaces the Town's 1988 General Plan and incorporates the 2023-2031 Housing Element to meet Regional Housing Needs Allocation requirements. The project establishes a long-term policy framework for land use, housing, transportation, open space, public safety, and community services, while addressing state-mandated elements including circulation, conservation, noise, and safety. A key component of the update is a revised Land Use Map designed to accommodate approximately 2,279 additional residential units and 752,133 square feet of nonresidential development, which is estimated to increase the local population by about 5,356 residents. The project is managed by the Town of San Anselmo Planning Department, with Heidi Scoble serving as the primary point of contact. Key deliverables include the General Plan 2045 policy document, a revised Land Use Map, and various supporting reports such as the Economic Development Analysis and Existing Conditions Reports. To ensure compliance with the California Environmental Quality Act (CEQA), a Draft Environmental Impact Report (EIR) was prepared by De Novo Planning Group, covering critical analyses on air quality, greenhouse gas emissions, biological resources, and noise. The process has included extensive inter-agency coordination with the California Department of Fish and Wildlife and formal consultations with Native American tribes, including the Guidiville and Federated Indians of Graton Rancheria, to protect tribal cultural resources.
