Massachusetts Maritime Academy is soliciting bids under solicitation number BD-27-1070-MMA01-PURCH-134561 for the dry docking, related inspections, and repairs of the Training Vessel Ranger, a U.S.C.G. inspected school ship. The contractor is responsible for providing all necessary equipment, labor, parts, and materials. The project timeline requires the vessel to be available on December 11, 2026, with the haul-out occurring no later than December 18, 2026, and final completion by February 19, 2027. Core requirements include hauling, blocking, shoring, and relaunching the vessel, with the contractor maintaining the ship out of the water until all dry-dock items and the U.S. Coast Guard hull inspection are complete. Specific tasks include hull zinc replacement, painting of ground tackle and cleats, and rudder shaft packing inspection, with optional services available for cooling system coolant replacement, gunnel repairs, and main deck coating using International Interthane 990 deck red. The contract will be awarded to the responsive and responsible bidder providing the greatest overall value based on cost and evaluation criteria. To be considered responsive, bidders must submit a complete package including bidder information, tax compliance, non-collusion certification, debarment and suspension certification, a price proposal, and three institutional references. The vendor must comply with non-discrimination laws, conduct criminal background and sexual offender registry checks on all personnel, and indemnify the Academy against patent infringement and other damages. The San Diego DDG 51 Post-Shakedown Availability Execution is a contract awarded via full and open competition for work performed in San Diego, California. Under NAICS code 336611, the project utilizes a Cost Plus Award Fee structure to manage the variable nature of work packages identified during ship-by-ship deliveries, including Post Repair and Final Contract Trials. This cost-type arrangement was selected over a fixed-price approach to avoid inflated contingency pricing and to provide the government with necessary flexibility in scoping work. The contract ensures contractor accountability through an award fee mechanism, which is intended to result in a lower final cost to the government while maintaining performance standards.

Full Description

A cost type contract was chosen for this effort because much of the work to be performed will be identified during execution of a given availability. PSAs' sequence of events, including Post Repair Trials and Final Contract Trials, is structured to allow identification of work packages following delivery on a ship-by-ship basis. Due to the variable nature of the work packages, a fixed price approach to this contract would likely result in higher overall cost for the Government as a result of Offerors pricing in contingencies to mitigate risks of the variable work packages. A cost type arrangement is therefore in the best interest of the Government as it allows the flexibility required to scope work per ship while holding the contractor accountable for performance through use of award fee. Ultimately, the CPAF contract structure will likely result in a lower final cost for the Government. This contract was awarded via full and open competition.
