San Mateo Complete Streets Plan

The City of San Mateo is soliciting planning and engineering services to develop a citywide Complete Streets Plan, aimed at transforming its vehicle-centric circulation network into a safe, accessible, multimodal transportation system. Funded by a Caltrans Sustainable Transportation Planning Grant, the project involves data analysis, community and stakeholder engagement, the development of goals and policies, and the creation of design standards and a prioritization framework. The contract requires strict adherence to federal and state regulations, including DBE participation under 49 CFR Part 26, financial compliance with 2 CFR Part 200, and digital accessibility standards per WCAG 2.0 Level AA. Additionally, contractors must disclose any potential conflicts of interest and provide mandatory certifications via Exhibit 10-K for invoice processing through Caltrans.
