San Pablo Avenue Complete Streets/Bay Trail Gap Closure, WO4163, CP#25-26

The purpose of this project is to improve San Pablo Avenue by converting it to a more accessible "Complete Street" for drivers, pedestrians, and bicyclists. Improvements will occur within the existing roadway between California Street in Rodeo and Pomona Street in Crockett. The roadway will be reconfigured from four vehicular travel lanes to three: one travel lane in each direction, and a center lane that will provide turning, merging, truck-climbing needs and a buffer median, depending on location. This change will create space to construct approximately 13,700 linear feet of a 10-footwide shared use path for pedestrians and bicyclists that is separated from vehicular traffic by a 3-foot-wide buffer and concrete barrier. Additionally, approximately 650 linear feet of new Class II bike lanes will be constructed between Rodeo Avenue and Parker Avenue. The new bike lanes will involve pavement widening and striping to allow for parallel parking, existing drainage inlet modification/relocation, and curb ramp construction. The project will construct approximately 1,050 linear feet of sidewalk along the north side of San Pablo Avenue between Parker Avenue and California Street. Intersection upgrades may include striping, pavement markings, traffic signal timing optimization, curb ramp construction/reconstruction, Rectangular Rapid-Flashing Beacon and Pedestrian Hybrid Beacon installation, and concrete passageway (refuge island) modifications. At least one Western Contra Costa Transit Authority (WestCAT) bus shelter may be relocated. A stormwater bioretention facility may be constructed at the San Pablo Avenue/Refinery Road intersection. Street lighting will be installed along the northern side of San Pablo Avenue between California Street and Pomona Street. An excavation depth of around seven feet is expected for the construction of street lighting foundations and relocation of existing utility or traffic signal poles. Otherwise, excavation of up to three feet is expected for other improvements. Utility relocations, temporary traffic control, and vegetation trimming and removal may be necessary to accommodate the project. Real Estate transactions, including right-of-way acquisition and easements may be needed. Construction is anticipated to start in the Fall of 2027 and last at least twelve months. While nighttime work may be needed to complete the project, work on weekends is not anticipated. Applicable best management practices will be implemented for water pollution control such as storm drain inlet protection.
