This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information for market research only:


(1) The availability and capability of qualified sources;


(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code 212321 - Construction Sand and Gravel Mining with a small business size standard of 500 employees.


The U.S. Army Contracting Command - New Jersey is issuing this Sources Sought Notice in an effort to perform market research to assist in determining the appropriate acquisition strategy for Sand and Salt Supply to be delivered to the Devens Reserve Forces Training Area (Devens RFTA) located at 30 Quebec Street, Devens, Massachusetts 01434 (also referred to in the Performance Work Statement as the “Site”). The Government intends to award a single firm-fixed-price contract as a result of the solicitation to be issued. The expected delivery period shall be in accordance with the Performance Work Statement as follows: all equipment identified in the requirement shall be delivered and unloaded to the Site no later than 5 days after Contract award.  The delivery and unloading area will be open and available to the Contractor Monday through Friday between 0800 and 1500 hours (8:00 AM through 3:00 PM), excluding holidays. NO EXCEPTIONS.  All deliveries must be completed during these hours.  In addition, two days advance notice of all deliveries must be provided to the Devens RFTA Contract Officer Representative (COR) to allow for the coordination of off-loading equipment and personnel.



Attached is a DRAFT Performance Work Statement for planning purposes only. No solicitation documents exist at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.
