Solicitation BPM058609 is a Multi-step Invitation to Bid (MS-IFB) issued by the Maryland Port Administration for sand filter repairs and improvements at the South Locust Point Marine Terminal in Baltimore, Maryland. The project requires a Maryland-licensed contractor to provide all labor, materials, and equipment to replace the top 3 inches of coarse sand in filters, clear outfalls, clean pipes, install oil filtration inlet inserts, and place trash protection devices. Additional scope includes installing a stabilized pathway using flowable fill with handrails, extending outfall pipes, adding chain-linked fabric to w-beam traffic barriers, and installing oil containment booms. All work must comply with MPA General Provisions, Special Provisions, and Maryland State Highway Administration Standard Specifications. The procurement process utilizes a two-phase evaluation where technical offers are reviewed on a pass/fail basis before password-protected financial bids are opened. The contract will be awarded to the responsible bidder submitting the lowest responsive and technically acceptable bid. Key requirements include the submission of performance and payment bonds, adherence to prevailing wage rates, and compliance with Buy American and State Commercial Nondiscrimination policies. Procurement goals are set at 10 percent for Minority Business Enterprises (MBE) and 2 percent for Veteran-Owned Small Business Enterprises (VSBE). Safety and environmental compliance are critical, requiring a Site-Specific Health and Safety Plan and a Health and Safety Officer with 40-hour OSHA Hazardous Waste Operations Emergency Response training due to potential chromium exposure at the site.
