This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R00031 Santa Fe and Taos-Picuris IHC Lab and Rx Casework Improvements in Santa Fe, NM (Santa Fe County) & Taos, NM (Taos County), a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS).


The Government anticipates releasing the solicitation on or about mid or late June, 2026, and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.


SCOPE OF WORK:


This project is to repair, replace, and reconfigure deteriorated casework, flooring, plumbing, and associated systems at the Santa Fe and Taos-Picuris laboratories and pharmacy to restore safe, cleanable, and code-compliant conditions. The project supports continued accreditation, equipment operation, and safe healthcare delivery within existing facility footprints.


LOCATION OF PROJECT: All work shall be performed near the following:


  • Santa Fe Indian Health Center – Laboratory
  • Taos-Picuris Indian Health Center – Laboratory and Pharmacy

PERIOD OF PERFORMANCE: Period of Performance is 180 calendar days from date of notice to proceed.


CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $500,000 and $1,000,000


SITE VISIT: Details regarding the Site Visit will be included in the solicitation.


CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.


This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.


This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) pursuant to the Buy Indian Act under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The associated size standard for this procurement is $45 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.
