The United States Air Force Test Center/Directorate of Contracting
(AFTC/PZZG), Edwards AFB, CA issued a sole source contract to System High Corporation, STE 200, 15059 Conference Center Dr, Chantilly, Va, 20151-3845. The contract was executed by means of competition other than full and open. This is due to the security requirements and mobile destruction capability needed to complete work required. A list of vendors was provided by HAF SAF/OCS for approved destruction sites. Vendors on the list were contacted for mobile capabilities and only one vendor was found to have the capability and the proper clearance required.


Description of Work:


The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to local on site classified IT destruction. The destruction must meet NSA 9-12 requirements and/or granted AF waiver/approval to perform classified destruction. The destruction must include on site inventory and disassembling of IT equipment to be destroyed except for those items specified as Government Furnished Property and services. The destruction must be conducted by cleared member as defined in this Statement of Work (SOW) except for those items specified as Government Furnished services. 


The reason for lack of competition is as follows:
Classified destruction capability is only possible through vendors who have been approved per NSA regulations. System High Corporation INC is the only vendor currently known to have a "mobile" destruction capability and is approved per NSA regulations and HAF SAF/OCS facility review.
