THIS IS A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPISIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST.  

1. Purpose.
The United States Air Force is conducting market research to identify capable sources for a capability provider to transport post-test articles for Incinerator disposal service that are protected as Special Access Program (SAP) level materials.

2. Requirement.

SCOPE OF WORK:

The scope of this effort is to provide transportation services for LRSO Flight Test materials. Materials will be secured in 55-gallon drums and dropped off at the incineration facility where program representatives will witness destruction. Destruction dates are confirmed with the vendor for Incineration Services. Date of scheduled destruction will be the need by date for transport to arrive at the vendor facility. Date for picking up at the range will be confirmed based on distance and time required for transportation to the incineration facility.

-The vendor will schedule securable, enclosed 40’-53’ transport that meets requirements of transporting Classified materials.

-Vendor will schedule two drivers with actively monitored clearances and DoW base access to transport program related materials for Dual Driver Protective service (DDP).

-Vendor will utilize 24/7 freight tracking, Defense Transportation Tracking System (DTTS) monitoring, Trailer Tracking Service (DTS), Constant Surveillance Service (CIS), Satellite Motor Surveillance Service (SNS), and Protect Security Service (PSS) for real-time enhanced security.

-Vendor will not directly handle shipping/storage containers, primarily 55-gallon drums, without program cleared individuals present. All drums will be sealed with security tamper proof seals until delivered to Incineration facility.

-The LRSO program may request priority rescheduling due to adjustment of LRSO flight test activities.

DELIVERABLES:

-The contractor shall provide documents for proof of driver clearances at pick-up location.

-The contractor must be able to perform pick-up services on agreed dates and times at DoW locations.

-The contractor must be able to arrive at the disposal facility no later than the appointed date and time for receiving.

-C-TPAT Certified Carrier – Certified under the Customs-Trade Partnership Against Terrorism program, indicating compliance with U.S. Customs and Border Protection security requirements for freight and logistics.

-SmartWay Certified Carrier – Recognized by the U.S. Environmental Protection Agency for environmentally responsible freight transportation.

-NDTA Member – National Defense Transportation Association membership, reflecting adherence to defense logistics standards.

-DOD-Cleared Drivers – Department of Defense-cleared drivers and teams, approved for handling sensitive and classified materials.

-Arms & Ammunition Approved – Certified to transport firearms and ammunition under strict security protocols.

-24/7 Freight Tracking – Real-time shipment monitoring for enhanced security and accountability.

-Specialized Security Services – Offers services such as Constant Surveillance Service (CIS), Satellite Motor Surveillance Service (SNS), Dual Driver Protective Service (DDP), Protect Security Service (PSS), Security Escort Vehicles (SEV), and Trailer Tracking Service (DCS).

-Hazardous Materials Transport – Certified to handle hazardous materials under applicable DOT and safety regulations.

3. Information requested.
The Government requests interested offerors furnish the following information if they can FULLY support this requirement:

a. Company name, SAM Unique Entity ID (UEI) and Cage Code, address, points of contact, phone numbers and e-mail addresses.

b. Information should include a brief description of experience in providing the items and services specified above. The information package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request.

c. Identification of business size (small or large) and identify the socioeconomic disadvantaged category, as defined in RFO 19 and currently listed in the System for Award Management (SAM). Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The potential North American Industry Classification System (NAICS) codes assigned to this procurement is 484230 “Specialized Freight (except Used Goods) Trucking, Long Distance”. The Small Business Size Standard is $34,000,000.00.

d. Any other information deemed useful to the Air Force.  Information packages should be limited to no more than 3 pages.
