SAP - Purchase of preventive maintenance contract

The Environmental Protection Agency, through its Office of Air and Radiation’s Office of Program Management Operations and Budget Execution Division in Ann Arbor, Michigan, is soliciting a simplified acquisition for a four-year preventive maintenance and repair service contract for a single Elementar vario EL Cube CHN analyzer with serial number 1970BE1001. This contract, issued under Simplified Acquisition Procedures as a sole source procurement, is intended to be awarded to Element America, the only authorized provider, for the Elementar Care One Plus Plan, which must include one annual onsite repair visit and one annual preventative maintenance visit performed by an Elementar Field Service Engineer, along with all necessary materials for service. The base period runs from August 1, 2026, to July 31, 2027, with three optional one-year periods extending coverage through July 31, 2030, with the total contract duration not to exceed four years under FAR 52.217-9. The contract is firm fixed price, with FOB destination CONUS shipping terms, and prohibitively excludes separate shipping line items. Offerors must submit a quote on company letterhead including the solicitation number, Unique Entity Identifier, business size, payment information, service description, and point of contact details—all submitted electronically via FedConnect or email to OARSACO@epa.gov no later than 1:00 p.m. Eastern Time on June 23, 2026. Late or faxed/mailed submissions are not accepted. The system must meet specific performance metrics defined in Elementar’s manual, section 7.6.2, using argon carrier gas for validation, and maintain compliance with ASTM D5291 during fuel testing. The contractor must comply with multiple FAR clauses covering whistleblower rights, prohibitions on internal confidentiality agreements, identity verification, systemic award management compliance, subcontractor protections, labor standards exemptions, equal opportunity, trafficking prevention, sustainable services, electronic payments, and accelerated payments to small business subcontractors, with representations required under FAR 52.203-18, 52.204-7, 52.222-18, 52.222-52, and 52.240-90. Payment will be made via Electronic Funds Transfer as mandated by FAR 52.232-33.
