Sapphire Subdivision

The Sapphire Subdivision project involves the rezoning and development of a 40.98-acre parcel in the Vineyard community of Sacramento County, located on the south side of Florin Road. The project consists of 207 single-family residential lots, 10.21 acres of roadways, seven landscape lots totaling 2.09 acres, and two water quality lots totaling 0.97 acre, with the water quality basins to be maintained by the County Department of Water Resources. Key entitlements include a Specific Plan Amendment to adjust land use designations, a rezone from Agricultural-20 to RD-7 and RD-5, a Tentative Subdivision Map, and a Design Review to ensure compliance with Sacramento County Countywide Design Guidelines. The project is processed under a Notice of Exemption based on its consistency with the North Vineyard Station Specific Plan and must comply with the South Sacramento Habitat Conservation Plan, the County Land Grading and Erosion Control Ordinance, and the County Drainage Manual. Saca Development is the project applicant and is responsible for reimbursing Sacramento County for all expenses related to the Mitigation Monitoring and Reporting Program. This includes an initial deposit of 10,400.00 dollars, with further invoicing conducted by the Division of Planning and Environmental Review as monitoring costs exceed the deposit. Environmental oversight is managed by Julie Newton, the Environmental Coordinator for Sacramento County.
