The Government intends to award a sole source contract to Executive Information Systems, LLC for the renewal of maintenance services for SAS software currently in use. This contract is being awarded under the authority of FAR Part 6.302-1(a)(C)(ii), which allows for sole source procurement when only one responsible source is available. The renewal is necessary to maintain existing software functionality, resolve any issues efficiently, and ensure timely receipt and installation of software upgrades. Replacing the current SAS software entirely would be costly and disruptive, making the maintenance renewal the preferred option. This notice serves only to inform the commercial market and is not a solicitation or a commitment to issue a formal Request for Proposal or contract. Any information submitted by interested parties is voluntary and will not be considered an offer or proposal. The Government will not reimburse any costs incurred in responding to this notice. Responses or comments regarding the notice must be submitted by April 23, 2010, by noon EST. If no compelling alternatives are presented, the award will proceed with Executive Information Systems, LLC. The point of contact for this procurement is Tonya H. Yeldell, Contracting Officer, reachable via email at tonya.h.yeldell@irs.gov or by phone at 202-283-1168. The place of performance is Washington, DC.
