AMENDMENT 0001: The original NAIC Code referenced in this notice was incorrect. The correct NAIC Code is 517410 Satellite Telecommunications. It is also restated that the satellite services that are being renewed are proprietary to Knight Sky since the current satellite equipment owned by FEMA is the Knight Sky equipment. This requirement is to renew current satellite services from Knight Sky for their equipment. This is a Notice of Intent to award a sole source purchase order for SkyMax Standard Satellite Service from Knight Sky under the authority of FAR 13.106-1(b)(1). The satellite services are in support of a FEMA owned Satellite Communication Network that was set up for the US Territories in 2012. This network provides emergency continuity communications in the event of a disaster. The current service expires in September 2014 and this requirement is to renew the service fees to cover satellite communications between the US Territories and the Continental United States. The satellite equipment and the services are proprietary to Knight Sky and there is no other known source who can provide the required satellite services. Period of performance is anticipated to be from date of award through a 12 month period. The satellite services will be purchased utilizing commercial/simplified acquisition procedures in FAR Subparts 12.1 and 13.1. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to provide the required maintenance via e-mail to Ms. Sandra Bucher no later than 9:00 AM, EDT, Monday, 9/15/2014 . Email address: Sandra.bucher@fema.dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This is a small business set-aside requirement.
