NOTICE OF INTENT TO SOLE SOURCE:
The Department of Homeland Security, Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Irving, TX 75063, hereby gives notice of the intent to solicit and award a sole source contract under the statutory authority of 41 U.S.C.3304 permitting other than full and open competition to Sayari Analytics, LLC, 1152 15th Street NW, Ste 910, Washington, DC 20005. Unique Entity Identification is YZZ2MKYNW468, a Woman Owned, other than small business.
Consistent with Revolutionary FAR Overhaul (RFO) 5.101(c), FAR Class Deviation 25-17, Rev. 1, and under the authority of RFO 6.103-1, FAR Class Deviation 25-11, Rev. 1 for FAR Part 6, the contracting officer has determined in accordance with RFO 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Department of Homeland Security (DHS), Homeland Security Investigations (HSI) Counterproliferation Mission Center (CPMC) requires Sayari Analytics’ proprietary Sayari Graph Analyst Application (User Interface) credentials for named users with full global data access, federated searching across global data, pre-computed networks, graph analytics, and workflow automation tools. The period of performance for this requirement is a 12-month period, for 8 units. The estimated total contract value is $208K.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS AND IS FOR INFORMATION ONLY. In accordance with RFO 5.207(c)(16)(ii), interested parties may submit a one-page capability statement confirming that your company can provide the Sayari Graph Analyst Application, which shall be considered by the agency. Capability statements shall be submitted no later than 4:00PM Eastern Standard Time, Monday, September 7, 2026, to the Government Point of Contact listed below. The Government reserves the right to evaluate all responses received and may determine an interested vendor not capable of performing the work required.
