The Maryland Public Service Commission is seeking a qualified consultant to develop a cloud-based Renewable Energy Certification Web Portal aimed at streamlining the registration process for renewable energy facilities, primarily focusing on residential rooftop PV solar systems. The portal will enhance user experience by providing an online platform for applicants to submit their applications electronically, which are then reviewed by Commission staff for completeness. The system will generate weekly reports sent to PJM Environmental Information Services (PJM-EIS), supporting the tracking and management of renewable energy certificates. The existing application process handles approximately 830 applications per month, indicating a significant volume that necessitates an efficient, scalable digital solution. The project, titled SB783 Brighter Tomorrow Act Web Portal, is part of a solicitation posted by the Maryland Public Service Commission with a response deadline of November 1, 2024. The contract value is estimated between $500,000 and $1,500,000, with the NAICS code 519190 indicating a focus on data processing, hosting, and related services. The primary point of contact for this initiative is Devan Perry, reachable via email. The project aims to improve the registration and certification workflow for renewable energy facilities, supporting Maryland’s renewable energy goals and regulatory requirements through a modernized, user-friendly online platform.

The Public Service Commission of Maryland (Commission, PSC) is issuing this Request for Proposals (RFP) to hire a qualified consultant to develop a Renewable Energy Certification (REC) Web Portal. The new system will provide an online experience that facilitates the registration process for qualified renewable energy facilities. The database is expected to be cloud-based.  A user interface currently exists for applicants to file their applications electronically.  The applications are then reviewed by Commission staff for completeness and a weekly report is generated and sent to PJM Environmental Information Services (PJM-EIS), also known as GATS (Generator Attribute Tracking System).  Data flow and decision trees can be found in the appendix to this document. The Commission received an average of approximately 830 PV Solar (SREC) applications per month in 2023. The majority of these are residential rooftop systems.
