The Small Business Administration (SBA) has revised and increased the receipts-based small business size standards for 11 industries within NAICS Sector 11, which covers Agriculture, Forestry, Fishing, and Hunting. While the new standards raise the eligibility thresholds for these industries, thereby expanding the pool of firms qualified as small businesses, SBA has retained the current standards for five additional industries and two specific exceptions related to NAICS 115310. The review was part of an extensive effort to reassess the size standards within this sector, although certain industries with statutory size limits of $750,000 average annual receipts and the logging industry with an employee-based standard were excluded from this round of evaluation. The updated standards are expected to qualify up to 7,500 more firms as small businesses, making them eligible for SBA loan programs and federal procurement opportunities. These changes became effective on July 22, 2013, and the SBA has made the final rule publicly accessible, including the proposed rule and public comments, through the federal regulations website. The contract data associated with this update is identified under solicitation number SBA-07202013-sect11, with a contact point provided for inquiries. The revisions reflect the SBA's ongoing commitment to ensuring that size standards remain relevant and supportive of small business growth within the agricultural and natural resource sectors.

The United States Small Business Administration (SBA) has increased the receipts based small business size standards for 11 industries in North American Industry Classification System (NAICS) Sector 11, Agriculture, Forestry, Fishing and Hunting, and retained the current standards for five industries and two exceptions to NAICS 115310. As part of its ongoing comprehensive size standards review, SBA evaluated all receipts based size standards for industries in NAICS Sector 11 to determine whether they should be retained or revised. SBA did not review size standards for 46 industries in NAICS Sector 11 that are currently set by statute at $750,000 in average annual receipts. SBA also did not review the 500employee based size standard for NAICS 113310, Logging, but will review it in the near future with other employee based size standards. Up to 7,500 additional firms will be small under the new size standards and eligible for SBA's loan and Federal procurement programs. You may read/download SBA's final rule at www.regulations.gov (search on RIN 3245-AG43 or SBA-2012-0013). You may also review the originally proposed rule together with all of the comments that the public had submitted by going to www.regulations.gov. The proposed rule and the comments are included in the same docket. The revised size standards are effective July 22, 2013.

Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
