The Small Business Administration (SBA) has updated the size standards for small businesses within the Professional, Technical, and Scientific Services sector (NAICS Sector 54) and Other Services sector (NAICS Sector 81). Specifically, the SBA increased size standards for 37 small business categories across 34 industries and three sub-industries in Sector 54, as well as one size standard in Sector 81, all based on receipts. This adjustment aims to reflect current economic conditions and ensure that more businesses can qualify as small under federal contracting criteria. However, the SBA retained existing size standards for the remaining industries within Sector 54 and removed "Map Drafting" as an exception under Drafting Services (NAICS 541340). The revised standards became effective on March 12, 2012. This regulatory update was published through the SBA's final rule on Regulations.gov, which also allows access to public comments and the originally proposed rule. The intent of these changes is to better align government contracting opportunities with an evolving small business landscape. Questions or further information regarding this update can be directed to Carl J Jordan of the SBA, who is the listed point of contact. The contract opportunity associated with these changes is identified by solicitation number SBA-54-FR-02102012.

The United States Small Business Administration (SBA) has increased 37 small business size standards for 34 industries and three sub-industries ("exceptions" in SBA's table of small business size standards) in North American Industry Classification System (NAICS) Sector 54, Professional, Technical, and Scientific Services. SBA also increased the one size standard in NAICS Sector 81, Other Services, which it did not review in 2010. These size standards are all receipts based. SBA is retaining the current standards for the remaining industries in NAICS Sector 54. This rule also removes "Map Drafting" as the "exception" to NAICS 541340, Drafting Services. You may read/download SBA's final rule at Regulations.gov (RIN 3245-AF07). You may also review the originally proposed rule together with all of the comments that the public had submitted by going to the same www.regulations.gov<http://www.regulations.gov>. The proposed rule and the comments are included in the same docket file. The revised size standards will be effective March 12, 2012. The government website Regulations.gov posts documents concerning federal regulations and published in the Federal Register, the government's legal newspaper. Some of these pertain to government contracting. Members of the public can submit comments about proposed regulations and other documents that are open for comment.

Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
