The future procurement will require FAA-certified parts with proper airworthiness documentation. Interested firms must provide details such as company name, cage code, part number, OEM status, FAA certification, technical capacity, small business status, and a point of contact. The NAICS code for this procurement is 336413. This is a market research effort with no current solicitation, and responses are voluntary, with a deadline of September 5, 2025. 66--DATA ACQUISITION UN, IN REPAIR/MODIFICATION OF
Solicitation # N0038326RBB26
Solicitation N0038326RBB26, issued by NAVSUP Weapon Systems Support Philadelphia, seeks a firm-fixed price contract for the teardown, evaluation, repair, overhaul, and modification of 23 Data Acquisition Units (NSN 6610-01-448-8497). The primary objective is to return these units to a Ready for Issue (RFI) condition. The contractor is responsible for providing all necessary labor, materials, tooling, fixtures, and test equipment, as the government will not provide manufacturing aids. Key technical requirements include adherence to MIL-STD-130 for markings, the mandatory use of SAE-AS22759 series wire instead of MIL-W-81381, and personnel certification to IPC/EIAJ-STD-001C if MIL-STD-454 is referenced. The government will award the contract to a single responsible offeror based on a trade-off where past performance is considered more important than price. Quality assurance is strictly regulated, requiring a Repair Quality Plan compliant with ISO 9001, SAE AS9100, or equivalent standards, and a calibration system meeting ANSI/NCSL Z540.3 or ISO-10012-1. The contractor is granted Internal Review Board authority for minor non-conformances, while the government retains formal Material Review Board authority for as-is dispositions. Specific protocols are established for items determined to be Beyond Economical Repair (BER), Missing on Induction (MOI), or requiring Over and Above Repair (OAR), all of which require written concurrence from DCMA and the Procuring Contracting Officer. Packaging and marking must comply with MIL-STD-2073 and MIL-STD-129, with specific requirements for CONUS and OCONUS shipments and electrostatic discharge protection per ANSI/ESD S20.20-2021. Invoicing and payment will be processed electronically through the Wide Area Workflow system. Proposals are due by November 16, 2026, and must include detailed past performance data and a firm-fixed price quote.
