The National Oceanic and Atmospheric Administration’s Western Acquisition Division and Weather Program Office are conducting market research to identify contractors with an existing, operational data-rich social, behavioral, and economic science (SBES) framework capable of supporting data discovery and interoperability within the weather and water enterprise. This effort aims to administer competitive subcontracts to academic researchers who will advance SBES data assets toward operational readiness through activities such as metadata alignment, open-source tooling development, dataset integration proofs-of-concept, and interoperability readiness assessments. Contractors must already possess, license, or maintain a working SBES framework and database; no funding will be provided for creating or developing a new framework from scratch. Responses must provide verifiable evidence of the existing framework’s availability and demonstrate experience managing academic research partnerships or subcontract administration. The anticipated contract is a Firm-Fixed-Price arrangement with a two-year performance period beginning on or before September 18, 2026, and no option periods are planned. The NAICS code is 541720 with a $28 million size standard, and no set-aside is currently planned. All respondents must be registered in SAM and submit information via the designated Google Portal by June 30, 2026, at 3:00 PM Mountain Time. Information submitted will not be acknowledged or returned, and respondents assume all risk that the government may use any data provided without compensation or obligation. This sources sought notice is strictly for market research and does not obligate the government to issue a solicitation or award a contract.

Pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 10 (Market Research), the purpose of this notice is to:

Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division (WAD) and the Weather Program Office (WPO) to identify sources capable of providing the following:

An existing data-rich social, behavioral, and economic science (SBES) framework optimized for data discovery and interoperability studies. This unique SBES framework and database will be used as a mechanism to administer competitive subcontracts for discrete interoperability activities among the academic SBES community following final selection and approval of subcontractors by the COR. The contractor shall solicit, review, and administer targeted subcontracts to academic researchers that advance SBES data assets toward operational readiness within the weather and water enterprise. The contractor’s subcontractors will undertake concrete interoperability activities - including metadata alignment, open-source tooling development, dataset integration proofs-of-concept, and interoperability readiness assessments - that directly improve the discoverability and usability of SBES datasets for integration with meteorological and hydrological systems.

CRITICAL REQUIREMENT (EXISTING FRAMEWORK):

This requirement is strictly for contractors who already possess, license, or maintain an operational, data-rich SBES framework and database. The Government will not fund the baseline development or creation of a new framework under this contract. Responses must provide explicit, verifiable evidence that an existing framework is currently available for immediate use at contract award.

A Firm-Fixed-Price contract is anticipated for award.

See DRAFT Attachment 1 – Performance Work Statement for further details on this requirement.

Anticipated Period of Performance: The anticipated period of performance is two (2) years which consists of a single base period (no options), with a start date on or before 18 September 2026.

Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice.

To be considered a viable source, your capability narrative must explicitly address:

  1. Proof of Existing Framework: Technical description, name, or citation of your existing, operational SBES framework and database.

Collaborative Approaches to Adoption for Children with Complex NeedsThe Children's Bureau, under the Administration for Children and Families, is seeking to fund projects that test and build evidence for collaborative models aimed at improving permanent adoption outcomes for children and youth with complex or high-acuity needs, including those who are medically fragile or have significant behavioral, emotional, or medical challenges. These projects must focus on system-level strategies to recruit, train, support, and retain adoptive families capable of meeting these specialized needs, with an emphasis on sustainable, community-based partnerships that integrate services across child welfare, health, and education systems. Collaborations that include Medicaid Section 1115 demonstrations and private adoption agencies are particularly encouraged, as they can help expand access to critical supports such as respite care, specialized interventions, and caseworker training. Award recipients will be required to conduct both implementation and outcome evaluations using rigorous research designs and methods, ensuring that findings are robust and actionable. A strong theory of change must underpin all project activities, guiding the structure of the intervention and the associated research agenda. The goal is not only to identify effective practices but also to understand how and why they work in real-world settings, ultimately leading to scalable solutions that increase permanent placements for some of the most vulnerable children in the child welfare system. The opportunity is open to entities that can demonstrate the capacity to execute complex, multi-stakeholder initiatives with high methodological standards, and inquiries should be directed to the designated point of contact at the Administration for Children and Families.

Title IV-E Prevention Accelerator GrantsThe Children’s Bureau, under the Administration for Children and Families, is preparing to award Title IV-E Prevention Accelerator Grants to help state and local agencies overcome barriers to implementing prevention services funded under Title IV-E of the Social Security Act. Despite having expanded authority under the Family First Prevention Services Act, current adoption of these services remains low, accounting for less than 2% of total program claims due to challenges such as insufficient infrastructure, limited provider readiness, inadequate evaluation capacity, and complex reimbursement processes. The purpose of these grants is to accelerate and sustain the operationalization of one or more newly adopted or underutilized Title IV-E eligible prevention services, ensuring they become fully integrated into the agency’s service array and claiming systems within 18 months of award. Recipients will focus on building critical systems including claims and reimbursement mechanisms, developing robust provider networks and referral pathways, and establishing reliable data collection and reporting infrastructure. Each project must partner with an internal or external evaluator to provide rapid, real-time feedback during implementation and to document lessons learned for broader dissemination across the field. The ultimate goal is to transition all supported services into full Title IV-E claiming status within the specified timeframe, ensuring sustainability and scalability beyond the grant period. This initiative targets agencies ready to take concrete steps toward expanding preventive services for children and families, with support designed to remove structural and operational roadblocks to long-term success.
