DCY-C-2627-0138Q Responsible Fatherhood Initiative – Evaluator

The Ohio Department of Children and Youth, through the Ohio Commission on Fatherhood, is soliciting proposals for a contractor to evaluate the Responsible Fatherhood Initiative (RFI). This initiative is designed to strengthen father engagement across Ohio by providing resources and support to enhance parenting roles through a statewide media campaign and locally delivered services. The selected contractor will assess the effectiveness and sustainability of the RFI, specifically monitoring the performance of five grantees operating across 12 Ohio counties. The evaluation will focus on county-level implementation, participant characteristics, and outcomes related to parenting skills, family stability, and economic stability, including achievements in housing, vocational training, and literacy. The contract term runs from the date of signature through June 30, 2027, with a potential one-month discretionary renewal by the State. Key deliverables include a Finalized Evaluation Plan due within 30 days of execution, a County Implementation Assessment Summary by January 31, 2027, a Participant Data and Outcomes Summary, and a Final Comprehensive Evaluation Report. Award selection is based on the highest total score, combining a technical work plan evaluation and a cost proposal. Due to the handling of personally identifiable information, the contractor must adhere to strict data governance protocols, including end-to-end encryption and secure file transfer, as outlined in the Data Sharing and Confidentiality Agreement.
