Citywide Transit Needs and Mobility Survey

The City of Homestead is seeking information from qualified firms regarding the availability of professional services to conduct a comprehensive Citywide Transit Needs and Mobility Survey . The City is interested in gaining a better understanding of the transportation and mobility needs of residents, visitors, workers, and other users throughout the community to support future planning, service improvements, and transportation-related decision-making. The City Council of the City of Homestead adopted Resolution No. R2026-06-94 , authorizing the City Manager to develop a scope of services and obtain quotes, proposals, or other procurement responses for the preparation of a Citywide Transit Needs and Mobility Survey, subject to the City's applicable procurement requirements. The Resolution recognizes the City's need to evaluate existing and future public transportation needs in a manner that reflects actual travel patterns, transit usage, and the mobility needs of City residents. The City recognizes the importance of understanding current transit usage, travel patterns, accessibility, connectivity, transportation challenges, and community preferences. The survey may include an assessment of existing public transportation services, unmet mobility needs, service gaps, barriers to transit use, first-mile/last-mile connectivity, and opportunities to improve transportation options throughout the City. The City is particularly interested in obtaining locally generated data regarding the number and percentage of residents who use public transportation; the types of transportation services utilized; the purposes of trips, including employment, education, medical, commercial, recreational, and governmental purposes; general destinations and travel corridors; and the geographic areas from which transit users originate. This may include evaluating transportation needs within areas such as west of Krome Avenue, east of U.S. 1, east of Florida's Turnpike, and other appropriate geographic areas of the City . The City is also interested in identifying resident interest in alternative and innovative transportation solutions, including circulators, shuttles, microtransit, on-demand services, special event mobility systems, Bus Rapid Transit, potential MetroRail-related extensions, and other mobility options that may supplement or provide alternatives to traditional transit models. The City intends for the information obtained through the survey to provide meaningful, locally generated data that may assist the City in evaluating future transit corridors, routes, service models, and mobility investments and in presenting data-driven recommendations to the Miami-Dade Transportation Planning Organization, Miami-Dade County, and other regional transportation partners . Through this Request for Information (RFI), the City seeks to learn more about available firms, industry practices, recommended survey methodologies, public engagement strategies, data collection and analysis capabilities, geographic and demographic analysis, anticipated deliverables, project timelines, and estimated costs associated with conducting a citywide transit and mobility needs assessment. The information received through this RFI will be used for market research and planning purposes only and may assist the City in determining the appropriate scope, methodology, procurement approach, and budget for a potential future solicitation. This RFI is not a solicitation for bids or proposals and does not constitute a commitment by the City to procure any services, award a contract, or proceed with a subsequent solicitation. Any future procurement resulting from this RFI will be conducted in accordance with the City's applicable procurement requirements, available funding, and required approvals.
