The SCAG Travel Demand Model Improvement and Validation project seeks a consultant to update and refine the SCAG Activity-Based Model to prepare for the 2028 RTP/SCS. The model consists of a demand side using CT-RAMP2 to simulate daily activity scheduling and a supply side for network assignment to estimate traffic volumes, speeds, and vehicle travel metrics. The primary goal is to conduct a model validation process through the year 2024, ensuring the tool can effectively generate performance indicators and analyze strategies related to pricing, land use, and transit. The selected consultant must possess extensive experience with activity-based travel demand models for large transportation agencies, specifically in analyzing household travel surveys and designing model structures. Key responsibilities include processing survey data, performing model estimation and calibration, implementing software updates, and supporting peer reviews. This work will be conducted in close collaboration with SCAG modeling staff, who will assist with testing and data analysis.

Scope: SCAG REGIONAL TRAVEL DEMAND MODEL
SCAG Regional Travel Demand Model, also known as SCAG Activity-Based Model (SCAG ABM), was developed in 2020 to support for the SCAG’s RTP/SCS analysis. SCAG ABM comprises two primary components: 1. Demand side: CT-RAMP2 (Coordinated Travel-Regional Activity Modeling Platform)- simulates daily activity participation and scheduling for each synthesized person. 2. Supply side -network assignment assigns vehicles forecasted by CT-RAMP 2 along with precalculated origin-destination (OD) matrices from non-ABM components (e.g., airport, seaport, inter-regional passenger and heavy-duty truck), to the transportation network. It estimates traffic volumes, congested speeds, vehicle –miles traveled (VMT), and vehicle-hours traveled (VHTS) for each of the five time periods.
In SCAG ABM, travel is viewed as a derivative of activity participation and scheduling decisions. The model first predicts activities and generates travel to link these activities across time and space. SCAG ABM is a comprehensive and robust tool composed of sequence of sub-models and associated travel choices. It has undergone significant enhancements to improve its performance and analytical capabilities. These improvements include refined and re-estimated sub-models and the addition of new sub-models.
Additional information about SCAG ABM can be found in the attached SCAG 2024RTP/SCS Model Validation report and technical memo.
PROJECT OBJECTIVES To prepare for the model operation and analysis for SCAG’s 2028 RTP/SCS, the primary objective of this project is to improve and update SCAG Regional Travel Demand Model (SCAG ABM) and conduct model validation process to year 2024. The model should be suitable for generating performance indicators, conformity analysis, and other RTP/SCS strategies such as pricing, land use and transit.
The selected consultant must demonstrate strong expertise and proven experience in working on activity-based travel demand models for large MPOs or transportation agencies. This includes proficiency in analyzing household travel surveys, designing model structure, and conducting model estimation and validation. Consultant’s main tasks include but are not limited to processing and analyzing travel survey data, conducting model estimation, calibration and validation, implementing model and software update, supporting peer review and model operation. Consultant shall work closely with SCAG modeling staff. SCAG staff will play a significant role in supporting model testing, data analysis, and model operation.
