Scalable Prototype

This is a pre-solicitation synopsis. The Air Force Life Cycle Management Center (AFLCMC), Enterprise and Specialized Contracting Division, AFLCMC/PZIEA, intends to award a contract on a sole source basis to Aechelon Technology for the Joint Simulation Environment Scalable Prototype. The US Navy originally competed the Joint Strike Environment requirement and while other vendors do exist that have the technical capability to deliver the items, only Aechelon Technology solution is in use by the United States Navy at Naval Air Station Patuxent River. It is a JSE program requirement that software developed at any JSE site be compatible with the simulation hardware at every JSE site without modification (i.e. plug and play). The only way to meet the software "plug and play" requirement is for the SIMAF to match the JSE simulation hardware configuration of the Naval Air Station Patuxent River. The Naval Air Station Patuxent River uses exclusively Aechelon IG systems in their JSE simulation systems. Therefore to ensure the program requirement of software compatibility between the SIMAF JSE and the USN JSE facilities, the SIMAF must procure the Aechelon Technology IG system. The Government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Justification: Supplies required are available from only one or a limited number of responsible source and no other type of supplies or services will satisfy agency requirements. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within fifteen (15) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. The National American Industry Classification System (NAICS) code for this procurement action is 541330. Please indicate size standard in dollars relative to the size standard of 38.5 million for determination of small business status. Responders shall include their assigned DUNS number and their Commercial and Government Entity (CAGE) code.
