The United States Agency for International Development/Philippines intends to make a sole source award to Green Powered Technology LLC (GPTech) under the SCALE A&E program for the construction design, blueprinting, and construction oversight of eleven agribusiness facilities located in the Malaita Province of the Solomon Islands. This non-competitive modification to Task Order 72049220F00002 is estimated to cost an additional 764,000 dollars, with a revised completion date of September 30, 2023. The award is justified under statutory authority AIDAR 706.302-70 b.5, as full and open competition would impair foreign aid programs and cause unacceptable delays and costs. GPTech was selected based on its previous completion of architectural and engineering analyses, feasibility studies, and designs for small scale infrastructure projects in the region, as well as its established local relationships. Because this is a sole source action, no solicitation package will be issued.

The United States Agency for International Development/Philippines (USAID/Philippines) intends to make a sole source award to Green Powered Technology LLC (GPTech) to complete the construction design and blueprint, including support and construction oversight for eleven agribusiness facilities on the islands of Malaita Province in the Solomon Islands. The anticipated completion time for this service is September 30, 2023 at an estimated additional cost of $764,000. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302-70 b.5 Impairment of Foreign Aid Programs, which states that full and open competition need not to be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief and rehabilation. GPTech completed the architectural and engineering analyses, feasibility studies, designs and construction oversight of small scale infrtastructure projects sites in the Solomon Islands. The selection of the final sites requiring the construction oversight of an A&E firm was recently finalized. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. Please refer any questions to Haidee Juanillo, Senior Acquisition and Assistance Specialist, at hjuanillo@usaid.gov, and Stephane Bright, Contracting Officer at sbright@usaid.gov.
