Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

See Attachment 1 for the requirement specifications for Scanning UV Mirrors and RFBR Assessment Services. The proposed vendor has a space-flight experience with CubeSat compatible UV scan mirrors from the Scanning Ionospheric Photometer System (SIPS) as well as lidar scan mirrors. OSS is the only known vendor with experience in CubeSat compatible UV scan mirrors for use in space-flight for atmospheric remote sensing in the far ultraviolet portion of the spectrum. OSS is uniquely qualified to perform the RFBR independent assessment as they develop similar RF receiver hardware, and have qualified experienced personnel capable of performing the assessment and field operations. This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(b)(2) as implemented by FAR 6.302-1, Only One Responsible Source. A final, signed J&A document will be uploaded upon award. The contemplated contract will be a Firm Fixed Price (FFP) type action. This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within seven (7) days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement.
