Schedule B Class EA for Capacity Expansion of Fenelon Falls Drinking Water Storage

The City of Kawartha Lakes is soliciting proposals for a Schedule B Municipal Class Environmental Assessment to expand the treated water storage capacity of the Fenelon Falls drinking water system. The scope of work includes hydraulic analysis, water age modeling, and a high-level review of current standpipe and water treatment plant sites, as well as five city-owned properties, to determine hydraulic feasibility and social, cultural, and environmental impacts. Key deliverables include a conceptual site design and layout meeting existing, 2041, and 2051 buildout scenarios, a technical memorandum providing the rationale for recommendations, and detailed capital and operational cost estimates. All work must comply with the EA Act, the latest Municipal Class EA document, and the Ontario Ministry of Environment, Conservation and Parks Drinking Water Quality Management Standard. The contract is governed by the laws of Ontario and Canada, utilizing the Municipal Engineer’s Association Agreement for Professional Consulting Services as the form of agreement. The project is proposed to start on November 1, 2026, with a completion date of December 15, 2027. Proponents must submit their proposals electronically by October 8, 2026. The selection process follows a multi-stage evaluation involving a pass/fail review of submission requirements and references, a technical assessment of rated criteria, and a pricing evaluation worth 20 points of the total score. The top-ranked proponent will enter direct contract negotiations to finalize the agreement. Technical requirements for the project include strict adherence to the City of Kawartha Lakes SCADA System Standards for all control and programming equipment.
