Schneider (Brand) Electrical Components

Hillsborough County is seeking competitive sealed bids for the provision of Schneider Electrical component parts under solicitation ITB-26-00277, with an estimated contract value of $519,787.19 over a two-year period. The contract requires bidders to be authorized distributors of Schneider Electric components throughout the term and to provide proof of such authorization with their submission. Bidders must demonstrate recent experience supplying substantially similar goods and must submit offers on all line items to be eligible for award; failure to do so results in disqualification. The award will be made to the lowest, responsive, and responsible bidder meeting all technical specifications, with evaluation based on pass/fail gates for responsiveness, responsibility, capability, and integrity. Delivery must occur within 15 days of Purchase Order receipt, with all shipments F.O.B. to one of four designated warehouses in Hillsborough County, and the contractor assumes full responsibility for freight charges and carrier claims. Prices must be quoted in unit form rounded to two decimal places, with unit prices prevailing over extension totals in case of discrepancy, and must exclude state sales and federal excise taxes due to the County’s tax-exempt status. An allowance of $5,000 is included for unspecified components that require pre-approval by the County as fair and reasonable. The contract includes an annual CPI-U-based price adjustment mechanism for contracts exceeding twelve months, with adjustment requests due 30 days prior to each redetermination period. The contractor must comply with all applicable federal, state, and local laws, including Florida Statutes Chapter 119 regarding public records, Florida Statute 287.087 for drug-free workplace requirements, Title VI of the Civil Rights Act, the Americans with Disabilities Act, and OSHA standards. Insurance requirements include Professional Liability, Medical Malpractice, Directors and Officers Liability, Motor Carrier Cargo Liability, and Workers’ Compensation coverage with specific minimum limits, all of which must include Hillsborough County as an additional insured except for Workers’ Compensation, Professional Liability, and Cyber Liability policies. The County reserves the right to inspect the bidder’s facility pre-award and conduct quality testing on supplied goods at no cost. All goods must be new and not used or re-manufactured, and the highest quality workmanship and materials must be used where specifications are silent.
