AI Contract Overview
The Department of Defense, through its contracting office at Joint Base Charleston, South Carolina, is conducting market research via a sources-sought notice to identify contractors capable of providing a fully remote, standalone public address (PA) and intercom system for a three-story schoolhouse facility on the Weapon Station of Joint Base Charleston. This requirement encompasses the procurement, installation, configuration, and comprehensive testing of the system, which must support two-way hands-free communication, emergency notifications including classroom panic buttons, integration with existing interior PA software, and expandable functionality for future exterior connectivity. The contractor is also responsible for the complete removal and proper disposal of any old PA/intercom equipment, including wiring, speakers, and control devices. Exterior components of the system must be durable and weather-resistant, compliant with applicable environmental and safety standards, and the contractor must provide training, system updates, and a warranty covering defects in materials, workmanship, labor, and repair shipping costs. Work is to be performed on-site at the facility during designated shifts Monday through Friday, with weekend or holiday work requiring prior written approval. All contractor personnel must undergo security background checks and provide credentials at least six weeks before starting work. The contractor is accountable for all related materials, personnel, supervision, and operational responsibilities such as site examination, installation, full system testing, commissioning, and training of authorized personnel. While the solicitation does not specify contract value, formal FAR clauses, or evaluation criteria, it emphasizes performance-based acceptance standards at the installation site. Payment, invoicing, and detailed administrative processes are not defined in this phase. The market research notice serves to collect industry feedback on the requirement completeness and commercial practice alignment before a potential formal solicitation is issued.
