The U.S. Department of Defense, through the FA4418 628 Cons Pk office at Joint Base Charleston, South Carolina, is conducting market research to identify qualified contractors capable of supplying, installing, configuring, and testing a fully remote, standalone Public Address (PA) and intercom system for a three-story schoolhouse on the Weapons Station side of the base. The requirement includes the complete removal and proper disposal of all existing PA and intercom equipment, such as speakers, wiring, and control devices. The new system must support two-way hands-free communication, emergency alerts, panic button activation from classrooms, automated scheduling via an integrated clock and digital message board, and seamless software integration with the facility’s existing interior PA system while operating as a standalone network. All exterior components must be durable and weather-resistant, and the system must be scalable for future expansion. Work is restricted to weekdays during either 0700–1600 or 1400–2200 Eastern Time, with no work permitted on federal holidays without prior approval. Contractors must ensure all personnel undergo and successfully complete a security background check through the JB-CHS Security Forces Squadron, with submissions required at least six weeks before work begins. Comprehensive training must be provided to NNPTc personnel on system operation, administration, and maintenance, and a warranty covering defects in materials and workmanship, including labor and shipping, must be provided upon successful installation and testing. The solicitation, issued as a sources-sought notice under NAICS code 334290, does not specify contract value, estimated funding, or formal evaluation criteria, and no formal FAR clauses, contract administration data, or packaging requirements are included. Submission of responses is due by May 15, 2026, and while no set-aside status, size certification, or socioeconomic requirements are indicated, all offerors are expected to provide detailed technical proposals addressing the Statement of Objectives, including optional CLIN pricing for potential future funding.
